An agile entrepreneur in the UK has been sentenced to six years in jail for evading import duties (over 200%) on over 1,000 tons of Chinese garlic. Given the man's track record for generosity and contributing to the economy, the judge was reluctant to bring down the legal hammer. But he did.
It does make me wonder about the law and how/why American banker and stock-broker scofflaws can avoid even a six-year sentence. Maybe it's because there simply is no law for the significantly lawless.

Re: the banking. Perhaps because the problem was/is systematic, there is no one clear point of blame - perhaps the 'easiest' would be the execs but they are probably too well healed, connected and knowledgeable.
