Is a ban on begging the same as saying that those who beg or the need to beg itself have somehow been eradicated? I suspect it is ... out of sight, out of mind.
It may be annoying to be constantly badgered when going about a daily routine, but there is something to be said for acknowledging the basis for that badgering and the role the badgered play in that scenario.
If there is a ban -- as proposed in Indianapolis -- and if the panhandlers no longer exist ... well, then, there is no problem, and therefore no responsibility, right?
"I can't do everything" becomes "I can't do something" becomes "there is no need" becomes "forgetaboutit!"
How about a ban on all charitable deductions? And doing away with tax exemptions as well.
