Homeless is a complex problem. It’s not simply about not having shelter. The “Homeless Problem” usually involves mentally disturbed people who rather sleep in card board boxes or on subway platforms than in what is provided.
Not sure Finland’s approach would actually work in other places with different cultures and situations.
Although I’d immediate concede real estate owner greed and NIMBY sentiments.
