homelessness declines ... in Helsinki

Finland is the only EU country where homelessness is falling. Its secret? Giving people homes as soon as they need them – unconditionally.

    Couldn’t find the section regarding non-citizens.

    In cities like NYC there are programs like Section 8 where people get housing.

    Homeless is a complex problem. It’s not simply about not having shelter. The “Homeless Problem” usually involves mentally disturbed people who rather sleep in card board boxes or on subway platforms than in what is provided.

    Not sure Finland’s approach would actually work in other places with different cultures and situations.

    Although I’d immediate concede real estate owner greed and NIMBY sentiments.
