Hundreds of young men in India's Bihar state have been made to strip down to their underwear while appearing for an army recruitment test in
an attempt to prevent cheating.
India has to deal with an enormous amount of corruption.
Professional licensing needs to be deal with. As an example a license to practice, say, occupational therapy can be purchased. Person then gets a job through "connections" or outright nepotism. Leads to lousy therapy. It's illegal and ludicrous but well established.
By the way, don't let that underwear scene fool you for a second. Afterall, cousin Raj is grading the exams.
Tip of the iceberg.
